Quick Answer: Which Japan Domestic Airline Is Best for Your Bags?
There is no single baggage winner. For a normal suitcase, compare the exact fare result, not only the airline logo. JAL currently gives Economy passengers up to 20 kg of checked baggage free. ANA's domestic Economy allowance can be up to two pieces of 23 kg each, but the allowance depends on the fare. Peach and Jetstar Starter fares can require a paid checked-bag option, while some higher fares or bundles include one.
Cabin baggage is stricter on the low-cost carriers: Peach and Jetstar Starter currently allow two cabin items totaling 7 kg. JAL and ANA allow one carry-on plus one personal item with a 10 kg combined limit, subject to aircraft-size dimensions.
Use this order before paying: identify the operating airline, open the baggage terms for the exact fare, measure the bag including wheels and handles, weigh both cabin items together, and pre-buy any checked allowance online. This guide was checked against official airline pages on August 24, 2026; recheck before purchase.

Fast Comparison Before You Book
| Airline | Current cabin allowance | Current checked-bag starting point | Main trap |
|---|---|---|---|
| JAL domestic | One carry-on plus one personal item, 10 kg combined; aircraft-size dimensions apply | Economy: 20 kg free; no piece-count limit within the allowance; each piece max 50×60×120 cm | A smaller aircraft has a smaller cabin-bag envelope |
| ANA domestic | One carry-on plus one personal item, 10 kg combined; aircraft-size dimensions apply | Economy: up to two pieces of 23 kg each depending on fare; each piece max 158 cm total dimensions | The fare, not just the cabin class, controls inclusion |
| Peach | Two cabin items, 7 kg combined, total dimensions up to 115 cm | Minimum fare: paid option; Standard and Standard Plus currently include one bag | The small personal item counts inside the 7 kg total |
| Jetstar Japan | Two cabin items, 7 kg combined on Starter; main bag max 56×36×23 cm | Starter: generally paid option; selected bundles include an allowance | Airport excess can cost much more than adding baggage earlier |
This table is a booking screen checklist, not a substitute for the confirmation page. Fare names, bundles and fees can change.
JAL Domestic Baggage Rules
JAL permits one carry-on bag and one personal item with a combined maximum weight of 10 kg. On aircraft with 100 or more seats, the carry-on must be within 55×40×25 cm and 115 cm in total dimensions. On aircraft with fewer than 100 seats, the limit falls to 45×35×20 cm and 100 cm in total dimensions.
For checked baggage, JAL currently includes up to 20 kg in Economy. There is no fixed number-of-pieces limit within that weight allowance, but each piece must fit within 50×60×120 cm. Excess weight or size can incur charges and operational limits.
Do not assume a JAL flight number means JAL rules. For a codeshare, the operating carrier's baggage rules apply. Check the airline named beside “operated by” on the booking screen.

ANA Domestic Baggage Rules
ANA also permits one carry-on plus one personal item weighing no more than 10 kg together. For aircraft with 100 or more seats, the main cabin bag must be within 55×40×25 cm and 115 cm total. For smaller aircraft, it must be within 45×35×20 cm and 100 cm total. Wheels and handles count in those measurements.
ANA's current checked-baggage page lists an Economy allowance of up to two pieces at 23 kg per piece, depending on the fare. Each standard piece must stay within 158 cm when length, width and height are added. Premium Class has a larger published allowance, but this guide is designed for ordinary fare comparison.
From July 1, 2026, ANA also publishes a 40×30×20 cm limit for the personal item. That item still sits within the combined cabin-weight allowance. Open the exact booking details because the checked allowance varies by fare.
Peach Baggage Rules
Peach allows two cabin items with a combined weight of 7 kg and combined dimensions of no more than 115 cm for the main bag. The second item does not create another 7 kg allowance.
Peach's current minimum fare requires checked baggage to be added for a fee. Standard and Standard Plus currently include one checked bag. A normal checked unit is 20 kg. With the relevant overweight option, one bag may weigh up to 32 kg. Peach publishes a total operational ceiling of five bags and 100 kg per passenger, with a standard size boundary of 203 cm across three dimensions; larger items need the applicable oversized option and must remain within the airline's maximum.
If your suitcase weighs 18 kg, compare the fare plus one checked bag. If it weighs 24 kg, price the correct overweight option before booking instead of hoping the airport counter will solve it cheaply.

Jetstar Japan Baggage Rules
Jetstar's Starter cabin allowance is two items totaling 7 kg. The main bag must fit within 56×36×23 cm, and the smaller item must fit under the seat. A paid +7 kg cabin option can raise the combined allowance to 14 kg, but a single item may not exceed 10 kg.
Checked baggage is generally not included in a plain Starter fare. It can be added in weight bands, and selected bundles or higher fare types include an allowance. One checked item may not weigh more than 32 kg even when the total purchased allowance is higher.
Jetstar warns that baggage bought or charged at the airport is more expensive than allowance added earlier. The safe move is to weigh the packed bag, open “Manage booking,” and purchase the required allowance before airport check-in.
The Four-Step Baggage Price Test
1. Find the operating airline and exact fare
Write down both. A booking site headline such as “JAL flight” or “Starter” is not enough if a codeshare, bundle or fare family changes the rules.
2. Separate cabin and checked weight
Weigh the main cabin bag and personal item together. Then weigh the checked suitcase separately. Do not move a power bank into checked baggage just to make the cabin bag lighter; use our current power-bank rules for Japan flights before packing batteries.
3. Add baggage to the total trip price
| Option | Base fare | Required checked bag | Seat or other extras | Real trip total |
|---|---|---|---|---|
| JAL exact fare | ¥____ | Included / ¥____ | ¥____ | ¥____ |
| ANA exact fare | ¥____ | Included / ¥____ | ¥____ | ¥____ |
| Peach exact fare | ¥____ | ¥____ | ¥____ | ¥____ |
| Jetstar exact fare | ¥____ | ¥____ | ¥____ | ¥____ |
4. Save the final confirmation
Take a screenshot or download the confirmation showing the fare, baggage allowance and operating airline. Recheck after any flight change.

Oversized Bags, Sports Gear and Tight Connections
Airline size rules are not the same as Shinkansen rules. A suitcase accepted by an airline may still need an oversized-baggage seat reservation on some trains. Check our Shinkansen luggage guide before joining a flight and rail itinerary.
For sports gear, musical instruments, strollers or wheelchairs, use the airline's item-specific page and contact it early if the limits are unclear. A general kilograms allowance does not guarantee that an unusually long or fragile item can be accepted on the scheduled aircraft.
Also leave time to check baggage. ANA currently requires domestic checked baggage by 20 minutes before departure at most airports, with a Haneda domestic change to 30 minutes scheduled from September 2026. Other airlines and airports have their own cutoffs. Treat the booking confirmation as the authority.
Plan B When the Bag Does Not Fit
If the allowance makes the flight poor value, do not gamble at the counter. Choose one of these reversible options before travel:
- Add the correct bag or overweight option online.
- Change to a fare that includes the required checked allowance.
- Compare a full-service airline's total price against the LCC total.
- Use a smaller cabin bag and check the suitcase properly.
For Tokyo departures, baggage time can also change which airport transfer is practical. Compare the route and luggage handling in our Narita vs Haneda guide.

Frequently Asked Questions
Which airline has the largest free cabin baggage allowance?
Among the four airlines compared here, JAL and ANA publish the largest free cabin-baggage weight total at 10 kg. Peach and Jetstar Starter publish 7 kg totals. Dimensions, aircraft and the exact fare still matter.
Is checked baggage free on JAL domestic flights?
JAL currently includes up to 20 kg in Economy, subject to its size and operational rules. Check the exact operating carrier and current booking terms.
Is checked baggage free on ANA domestic flights?
ANA currently publishes an Economy allowance of up to two 23 kg pieces depending on fare. Open the exact fare result because inclusion is not universal.
Is checked baggage included in Peach's Minimum fare?
No. Peach's Minimum fare does not include checked baggage. Add the needed allowance online before travel, or compare Standard, which currently includes one checked bag, before paying.
Is checked baggage included in Jetstar's Starter fare?
Generally no. Jetstar's Starter fare does not include checked baggage unless you add it or choose an eligible bundle. Price the bag before purchase so the fare comparison is complete.
What should I do if my bag is too heavy or too large?
Measure and weigh it before booking, then pre-buy the correct allowance online. If it still does not fit the airline's limits, change the fare or carrier before purchase rather than relying on airport excess handling.
Which baggage rules apply on a codeshare flight?
Use the rules of the operating airline shown on the booking. Do not rely only on the marketing flight number.
Can I put a power bank in checked baggage?
Do not pack a power bank in checked baggage. Keep it in the cabin and check the airline-specific battery limits in our current power-bank guide before travel.
